Who knows, she could've gotten on board another one and crashed the same way the boat the Chief was in did and then you meet up with her later on in the level Halo. It would work for both single player and multiplayer where the second player would play as Linda and hold off the Covenant that are surrounding the downed life boat whilst the first player, who is playing as the Chief, has to get to her. Like at the beginning of Halo 3: ODST when you're playing 4 player Co-Op Campaign, each player starts somewhere else a distance apart from one another.
