The thing is that you spent most, if not all, your time working with Loki and Warren setting up a small group of 10 or so people while I was left to deal with 30+ people and set up the army. So of course it wouldn't have met your expectations but if given more time then it would be in better condition. I had plans to mass message the army and do an activity sweep. Once done, I would gave kept watch for the most active people and they would be given squad leadership. They in return would be responsible to recruit and train their members. It's would have been a solid plan because that's how TFL runs and it is in great shape. All in all I take partial blame for the army but you should take some as well.
