The war's impact was hidden well enough for people to say things like these on at least Earth: "-could flatten 'em - but we're too concerned with the rights of sentient -" "We should be negotiating with the Covenant" "It's Human expansionism that causes this whole resentment" They were completely ignorant of the reality of the situation.
