You'd need roughly a billion bolts of lightning striking the surface of the water simultaneously to create a noticeable charge across the surface of an ocean...to feel it all the way to the lowest depths would be in the quadrillions I'm assuming. [Edited on 11.15.2012 11:18 PM PST]
