If no one is replying to your topic, it means the community is not interested in discussing it. If that's the case, attempting to get more attention via bumping (or all caps titles, or any other selfish type of act) annoys people because you're subverting normal netiquette in order to get attention for yourself. When they can't, or won't do that type of thing, why would they think its acceptable if you do it? As I said, if people are not discussing it, its probably for a reason. What gives you the right to decide what's worth discussing and what's not? Simple answer, regardless of what you think, you don't have that right.
Of course bumping also knocks other topics, which people might have been replying to, down to the bottom.
Your role as a moderator enables you immediately ban this user from messaging (bypassing the report queue) if you select a punishment.
