Does Phoenix have to do with Bungie's next game?

It would be highly unlikely that he was playing any kind of online build of a prototype game, be visible online, and be playing on a retail XBOX 360. They would have to get their code signed by Microsoft, which is a giant hurdle in itself. It would be way easier to just run on XDKs.
