How do i get unbanned from Halo?

My accnt got banned in 08, because it got hacked by some loser, now that i have it back is it possible for me to unlock it from being banned from halo 3 matchmaking?

He already tried emailing Bungie. I think that he should just make a new account and he should try his hardest not to kick kids offline this time.
