The question is, why DON'T you wear recon? =) From what I heard, Dares armor is actually ODST but it's modified because she works for ONI. So it actually looks like Recon but it technically isn't.

She's an ONI operative and ODST. Recon armor was an ONI thing developed for it's stealth abilities. What's "a Recon" anyway?

all helmets and other bits of armour are "standard issue" to appropriate soilders. as said on the mark VI description: "the mark VI armor is refitted to be usable with all standard issue UNSC armor varients" or something like that. meaning that all armor varients are actually supposed to be common in the halo universe. Dare wearing recon is thus not as big of a surprise.

In the actual canological story of Halo there is no such thing as Recon armor. The only thing that relates to recon is the helmet that she is wearing. If Recon does exist it's only the helmet. She isn't an ODST, she is an ONI officer, so she gets special equipment. Basically the helmet and that's it. The reason she is wearing the ODST armor is because she is going into a hot zone and will be fighting, as well as dropping via HEV.
