The Fabian strategy is the exotic assault rifle for titans. The exotic perk needs to be fixed, it doesn't do what it says. The other class-exclusive weapons don't have broken exotic perks. The idea that it is broken for balancing is stupid. The tlaloc( warlock) has a ridiculouslay low weapon kick, and the Ace of Spades( hunter) weapon can shoot its entire ammo capacity in one clip. So, the Fabian strategy needs to have its exotic perk fixed. The other class-exclusive weapons were left untouched, so why the Fabian strategy?
