We have a ton of gun laws. They have been in place for years. Every time a mass shooting has happened there are around 20-30 counts of gun laws being broken. I think what you are getting at is why haven't we outlawed guns entirely. The answer is simple, if we outlawed guns, then only criminals would have them. Much like our highest murder rate cities that have the most strict gun control laws in place.

I feel like guns should be sold to people who have documentation stating they are mentally stable. This helps make sure that more mentally stable people get firearms. Now obviously this won't eliminate the issue but I think it would help.
