To clear up the Event for some people thinking silver is the only way to get these masks is to buy them FALSE! You can earn Blue Variants of these Items and make them permanent using paper glue found randomly or by dismantling unwanted masks. By filling your candy bag you can earn 1 mask per 150 candy but once you fill the bag Eva gives you another to fill and you can continue to do this until the Event is done. The Blue Flaming Skull us the only one I know of that comes only from purchasing so stop whining saying Bungie is forcing you to pay for this Event, you're an idiot. Either way this is a part of MMOs so get use to it sometime you may have to dig into your pocket, cry about it. We're talking about 10$ you probably waste that on alcohol, cigs, or weed anyway. It's called entertainment expense. Edit: Use Paper Scrap to buy Bag of Flimsy Masks from Eva Levante. This gives you one random mask that can be made Legendary/Permanent.
