A Halloween themed event which alters the appearance of the Tower and certain Vendors and provides some entertaining "side quests" involving paper masks and candy. Others have described it well, but I would hasten to add that, as of this moment, all rewards appear to be cosmetic in nature, or provide a non-unique, limited buff ("Void Fizz" is basically a candy version of "Black Wax Idol" - it provides a temporary boost to glimmer when killing Hive; "Sugary Engram" is a candy version of "Special Weapon Telemetry"). The paper masks you need for certain quests are obtainable by filling your "Candy Satchel" - basically, grinding. The purchasable version appear to be a shortcut, as opposed to necessary - and still - the rewards are cosmetic items (more masks, actually). Whether there will be a pokemon style "Collect them all" for the masks is unknown.

Purple lights, glitter and paper lanterns everywhere at the tower. You go to the green/purple marker leading you to a vender and they give you a bag to fill with candy and little "goodies". Then you go around to a handful of venders to "trick or treat" and collect candy. Once you have enough, you go back to the shader lady (whatever her name is). She gives you three quests to go do various tasks with halloween masks on. Of course you have a couple of masks that are from complimentary packages but weren't the ones I needed. I received a "Xur" mask and a jakolite mask. I'm sure you can guess where to get more masks....yep....buying them with silver. All about making money. Who knows these three quests I was given may or may not even give you anything worth while.
