EDIT: To repeat (because a lot of people seem to not get it), there are NO EXTRA REWARDS for this event. No shaders, no emblems, no ships, no weapons, no armor. Just the masks. Completing the quests only gives you a package from Eva that contains a rare mask. This is just for fun. I actually find it funny how everyone was putting their spinfoil hats on when Eververse was announced, but now you're mad that you can't pay for rewards? Lol I just don't get it.
Just a quick explanation of everything in festival of the lost. I'm putting this together based on my assumptions and intuition based on what I've seen and heard so far. I have not tested out everything I say below, so if I am wrong about something, please tell me and I'll correct it.
- During the festival, guardians can acquire masks that they can wear. These masks fill in your helmet slot, so wearing one will bring down your light level. The masks also have no defense level, so you cannot infuse them.

- Everyone gets 1 free legendary mask and one free rare mask upon starting the quests.
- Eva Levante gives you an empty satchel, which you must fill up with festival candy in order to buy rewards from her. The rewards are a package called "Gifts of the Lost" which consists of materials and 1 rare mask. You can also buy just a mask with 4 scraps of paper.
- Materials are used to upgrade rare masks to legendary ones. Dismantling a legendary mask gives you materials to upgrade other masks with.
- Getting kills on any mode (strike, crucible, story/patrol) with a mask on will grant festival candy.
- Tess Everis is selling three new emotes and reward packages for silver. The packages contain extra materials and 1 legendary mask.
- Legendary masks are permanent items.They will not go away once the Festival of the Lost expires, so once you have a mask it's yours for good. Rare masks must be upgraded to become permanent.
- The quests require you to do various things with different masks on, such as falling off the tower with an Atheon mask equipped (lol). Completing the quests gives you a Gifts of the Lost package.
- The festival lasts until November 9th.
Essentially that's it. There are no big rewards for this such as shaders or emblems. The masks are the main rewards, so if you like them you can have fun trying to get them, and if you don't then it doesn't affect you or the game at all. I think this is a fun little thing Bungie did, and as a day 1 player I'm surprised by the effort put in to this.

On skull masks...
- you can only obtain them from a Treasures of the Lost package. This means that if you didn't get one from the free package, you'll have to buy more and hope you get it from one. Dismantling skull masks does not give any materials.
