This reminds me of the first time I played the original grand theft auto. There was a mission where you talk to a hot dog vendor in an ally, as soon as you approach him he runs off and gets into a car. You follow and steal a car then chase him down across the city usually failing cause the driving was crap. After failing 20 times and wasting an hour I decided to steal 20 cars and park them all around the car he always gets in and drives away. So I approach him, he runs off, gets in his car then spends 30 seconds backing up and going forward trying to get away but he can't because I made a ginormous traffic jam for him. I slowly walk up to him, blast him in the head and mission complete. Moral of the story is its a video game and finding different ways to accomplish them within the parameters of the mechanics of the game is the point of playing video games. So lighten up and have fun.

In the vice city that mission you meet vance you can drive a fast car and jump out roll in close enough for the cutscene to start and watch him get run over mod cutscene avoids the your fist vs his cleaver fight of course if you cheat you can just shoot him

whenever possible, shoot the tires out of all the cars (or obvious getaway car) when approaching a gta encounter also, instead of driving in, drop onto rooftops when possible via parachute
