I completely get Bungie's argument for putting this in the game. I have plenty of friends that hated Destiny when it launched, but are considering buying it again with the new TTK bundle. I want to play with them without leveling a new character, so it makes sense to me.
However, this boost should only be applicable to characters who have completed a certain set of triumphs. Why? If I understand the consumable correctly, it boosts a character to level 34, the current max. This group of triumphs would include the ones that year one players should experience, but not the grind-fests, like winning 100 crucible matches, or playing 50 public events. I would include on this list:
- Beat the story mode
- Complete the Vault of Glass on normal mode
- Beat Dark Below story missions
- Complete Crota's End on normal mode
- Beat House of Wolves story missions
I feel that these things are important to having the necessary year one experience before you rocket your character to max level. Skolas would not be included, as max level is pretty much required to beat him anyways.
By making the EXP boost have some requirements, it prevents all of the work we year one players have done from becoming completely obsolete, while still providing the lenient option of allowing an experienced friend to use his favorite character while playing with a somewhat inexperienced friend.

It sounds like the first mission in TTK is level 26, so the consumable with only get them to level 26.
