It would be helpful if the "wolves are prowling" notification appeared upon entering an area, regardless of the percent of completion. There's little more frustrating in this case than showing up on patrol and waiting, only to see "the wolves grow weary" then scatter. It's also a little frustrating that this is existing functionality with Public Events that just wasn't extended to the wolves.
