Open access to the reef. Its just a social space everyone with or without the expansion pack can access when HoW drops so why not open it up early? From a marketing perspective it makes perfect sense. What better way to entice players to buy the expansion then opening up the new world to them a week before the release? Maybe even some new patrols to keep us busy and increase sales in the process...vicariously of course.
