First off, you can't tell if someone's moding or legitimently suffering from lag. Second off, what can they do? Nothing! Using a lag switch is untraceable and unprovable. The best thing to do is shut up and find a new lobby. Sorry for the harsh words, I've already ranted about this once this week. Do a quick forum search next time eh?
