Edit: After reviewing the commenters thoughts below. I'm changing my opinion. Exotics in destiny weren't intented to be rare or hard to obtain. Exotic simply meant they have unique perks. My understanding off something that is exotic accounts to rarity, not uniqueness, which is why I didn't understand the point of Xur.
Using strange coins or RNG to get exotics are both acceptable,because "exotic" does not equate to rarity.

I've only ever bought armor from Xur until this last weekend when he sold universal remote - playing since day one with many many duplicate exotics and this is the only one that hasn't dropped for me. You're telling me if you only needed one exotic to fulfill your collection or one that you have been wanting from day one that refuses to drop and Xur carries it this weekend, you wouldn't buy it? The only people that think Xur is welfare or not earned and bla bla bla are people who were lucky enough to get whatever they wanted in a drop - every single one of those people would buy their special little treasure in a heartbeat if it hadn't dropped and Xur sold it

Welfare takes from others to give to others. Strange coins are earned through playtime, to purchase items. How do you purchase welfare?

Well if XUR is Welfare then hand over my Welfare Coins so I can choose to buy or not buy this Friday. As well its "Not" easier for a person to Solo 3 Nightfalls or 3 Weeklies than doing a Raid with 6 People. Hell I can easily Solo most of Crota by myself than Solo a Weekly/Nightfall. The entire game is Random. You do realize if you roll a dice 6X the chances of you hitting 1,2,3,4,5,6 or any other random order are pretty slim without hitting dupes over and over. Heck on Crota I've got the Chest and Gauntlets 4X and yet to get the boots. I've gotten Shards, Shards and shards and never a gun other than Song Ir Yut.

Especially with all the different possible rolls on armor I look forward to xur to reroll and expand my collection now. Also this game is made for casuals. If it was purely RNG this game would have died long ago so I fully support xur.

No, he's a good way to dump your well earned strange coins or motes for exotic gear that you wouldn't get otherwise because random odds are rarely in your favor.

You miss the most important point here... Exotics aren't meant to be rare, they're just as common as legendary gear. Sure Gally and a few others haven't popped up as often, because their chances of dropping are low, but most exotics are for everyone to enjoy! Exotic: From another part of the world. Intriguingly unusual or different. Exitingly strange.

I agree Exotics should be very hard to get, but... I was the first Guardian in line when Xur sold IB and I'll be first in line when he sells Ghorn again. Some weapons just don't drop for people.

Your analogy would be slightly less awful if you flipped the examples. "Earning" through random drops in various activities is the welfare stamp. You've been gifted something that someone else has for no more or no less work than another. Purchasing the items through Xur (following the logical work to a defined goal, accumulate currency, purchase through currency) is the non-welfare route, where you put in the work and buy it for yourself. The easy route is crossing your fingers and hoping your lottery ticket is the winning one. The actual route is working to a defined goal then cashing in with your spoils.

Not really, welfare is more of a handout. Atleast with Xúr you have to use a currency.
