"Balance to the force" doesn't mean equal numbers of Jedi and Sith, it means a spiritual balance. The Jedi attempt to use the Force to uphold justice and remain neutral except in times of dire need; they were never meant to be galactic police. The Sith corrupt the Force, and bring it out of balance. It may sound harsh that the Jedi try to purge emotion, particularly negative ones, from their lifestyle, but keep in mind it's a wholly voluntary role that is detached from the rest of society. They aren't forcing anyone to join, and they won't stop anyone from leaving.
