The reason the VOG isn't leveled up is to hamstring the player base. Everything implemented is to slow progress to make the game seem longer then it actually is. With 2 raids available you'll just have people getting to level 32 in half the time it took already.

This. Bungie needs to "artificially pad playtime" due to lack of meaningful content.

Yes sadly the original game is still being packaged to us in 3 month mini expansions. Which is kinda like taking a 2 hour movie and slicing it so as to sell it back to us in 40 minute features. It may be good when it's all said and done but the road for many will be rocked by disappointment.
