I had this problem yesterday, and I was able to fix it. Not sure if it will work for you, but what I did was:
1. Go to the Mobile Application and search for the Author's Profile.
2. On the Mobile Application, Mute the Author.
3. Go to the Web Site, and go to your Profile -> Muted Users
4. Unmute the Author that you muted in the Mobile Application
5. You should be able to access the topic again.
Have had it happen to me several times over the last few months, and yesterday was the first time I was able to work around it. Not sure if it will work for you, but it did solve it for me this one time. No idea why it happened in the first place, as I did not Mute, Report, or even downvote the thread in question, that I was having issues with.

Sorry. I do not know how to work around it without the mobile application. Without going through those steps, sometimes it will eventually come back for me. Seems to be a definite uptick in the frequency of this happening for me, of late.

Ah, yes. Unfortunately, that is something that I know of no way to "undo", either in the application or on the site. I've done that, as well.

why did they make it so complicated there should be a big undo button on the muted or reported page
