Did you transfer your purchase(s) license? It's under account settings once you recover your Gamertag on the XBOne, its content license transfer or something along those lines. Select that (you'll probably have to re-enter your account information and things of that sort). Once you've downloaded (or transferred) your past purchases license to your new console, re-download what you want/need and that should solve your problem.
