I don't know why you're using words like "reset" and "reroll"
You're DELETING a character and creating an entirely new one. And that means you're deleting everything on it with it including marks/rep/exp and whatever else and started over from zero.
Its that simple

You are recreating your exact character except for vendor rank, which isn't really relevant if you are high on other characters. So hard to see much more of a downside.

Yeah it's not a big deal if you have two characters already ranked up with all vendors and factions. If you have the 8 or so hours people are saying it takes then why not do it for the extra weekly, nightfall, VOG, and Crota?!
