The problem is finding them first, some may be in a country who gives into or supports terrorist acts Then it's what can you charge them with, they have done attacks on servers but appart from once or twice have they openly made terror threats, theats against groups of people and alined their selves with IS?

They gave them 3000 500GB storage vouchers to stop the attacks and if they never attack again those vouchers will turn into Lifetime length. However if they ever attack PSN & or XBL again, all those vouchers are terminated instantly. Fyi. Each voucher is worth $99. So it took about $30,000 to shut down Lizard Squad from ever attacking our services again.
