Expansion pass not working on Limited Edition PS4 Hard Copy

Hi my brother in law has bought the Limited Edition for PS4 (the large £85 box not the Vanguard Edition). After installing it appears the included expansion pass has not activated. Have tried to renew licences but to no avail. DLC and expansion pass appear for full price on PSN whereas for my digital guardian edition they come up as free. Please advise on possible solutions. Hi there, Does your brother has mismatched regions? For example: He purchased the US copy but has a EU account?
