If its anything like the current raid i can see the starting enemy's being lvl 28 (such as the enemy's being lvl 26 at the door to vog) and the enemy's in the raid being lvl 30(enemy's in vog are lvl 28 on normal). Meaning players at lvl 30 will have an easier time getting through on normal and gearing up for hard mode then any other level.
