There's no denying that some of what's going to be made accessible when the DLC launches is already on the disc. We've seen it. But that doesn't mean that your DLC's going to be all on the disc already. You have to see these areas as parts of the whole. Or, rather, parts of two wholes.
As part of Earth or Venus (or others), it makes sense to have the groundwork already laid in the game, lest we just start blowing holes in the walls of existing areas without proper planning. They knew they were going to build off of this, so there's some areas already in place. "But if it's already in place, why aren't we playing it?!" That's the other whole that these areas are a part of. The areas we've seen glimpses of (and probably some we haven't, because they aren't in the game yet) take place within the framework of a story arc that isn't finished yet (cue "You mean the whole game?" chiding). Meaning that if they were opened up right now, without the other elements being brought in by the rest of the DLC, they'd make no sense, because they're part of a DLC arc that isn't complete.
"But companies obviously have everything done at launch and just hold things back to sell off as DLC bits. Quit being so naïve, Gnoizic." Ah, but they don't. And I know for a fact that chunks of this DLC were still in wireframes at launch.
