Scout rifles are in serious need of some upgrades. I'll divide this post into 3 parts for clarity.
Part 1: Flinch is an automatic victory for AR users.
Part 2: Scout rifle damage table & breakdown
Part 3: What tweaks I suggest
Part 1 - Flinch is an automatic victory for AR users.
Scout rifles are less than or equal to Assault rifles currently. For those who don't know, flinch is a built-in mechanic that decreases your accuracy when you're being shot at. This is extremely problematic for scout rifle users in specific. It's almost nearly impossible to outgun someone with an AR because of the severity of flinch. If you're getting shot at, your shots are inaccurate. Even if your crosshair is directly on his head, the shot might miss because of an accuracy debuff known as flinch. The only way it's even possible to compete with an AR user is if you land all headshots. If you can't hit all headshots against an AR user, most of the time you'll lose. If you're aiming at the head, there's little room for error, and flinch exploits that. Flinch will drag your aim upwards and as well make your shots inaccurate. For a gun which is supposed to be better for marksmen, luck needs to be on your side to win a direct battle with an AR user. I have a solution for this in Part 3.
Part 2 - Scout rifle damage table.
The best scout rifle in the game which I know about is the exotic Mida Multi-tool. This table nearly represents this exotic gun.
Body shot damage: 35, Headshot damage: 52. Precision damage modifier: 1.5x
Average health for a user in Crucible is 200. It can be near 220 with nearly max toughness in Crucible.
To kill someone with the average health (200):
6 body shots
5 body shots, 1 headshot
3 body shots, 2 headshots
2 body shots, 3 headshots
4 headshots (5 if user has max toughness)
Rate of fire speed of Mida Multi-tool: 2.5 shots/second
Part 3 - What tweaks I suggest
1) Scout rifles should all have the perk "This gun is easier to shoot with while under fire" - This would help counteract the inaccuracy of flinch to help Scout rifle users tremendously.
2) Give 1.75x or 2x precision damage with the scout rifles. 1.5 isn't enough to out DPS if both an AR user and Scout rifle user meet and both hit headshots consistently. If I'm being crutched by using a weapon which requires me to get headshots consistently to win, I should be able to out-DPS them, not be on a level playing field.
3) Possible some extra base damage, but not much. 10%-15% would be fitting.

2 RepliesEdited by Uninhibited: 10/17/2014 1:36:54 PMAR-Close/Mid range. PR-Mid/Long range. SR-Long range. HC-All range/Highest recoil. Each weapon type has it's ups and downs, shortcomings and advantages. All about picking your battles and being the better shot. Pre-patch I abused the usefulness of the SUROS Regime's ability to not only be deadly accurate and stable, but have the most consistent damage due to that fact. With the way Bungie scaled down the damage of ARs and upped the scale of damage with Scouts, I believe that the better shot will always win in any given situation now. On a side note, my Primary is now a Scout, has been since patch, I love being deadly efficient. That being said I find your Scout numbers odd, I fire five shots every ~1.5 seconds with the Vision of Confluence. After some testing of critical damage and non-critical damage against players, I have found my average crit to be ~63 and my average non-crit to be ~42.

I would say I am about 50/50 against AR since patch. I have used scout rifles since beginning. Either they are better post patch or I am finally getting better at PvP. Either way I think they are fine now.

Edited by ksi darkwarlord: 10/18/2014 6:15:53 PMBeen owning suros, and vex mythoclass users with mida multitool got a 21 kill spree with mida.

I've been using a scout rifle after the patch and I really enjoy myself and do good, still get beat by a suros sometimes though.
-
I'll just pull out my Vex Nerfoclast, screw scout rifle until the do something with the auto rifles.

1 ReplyI found that in pvp the hand canon and scout rifle are the highest Risk=Reward. If you get the jump and land your shots you win. If you get jumped its hard to land those shots effectively. The AR is a much more forgiving weapon but it also lets enemies have more reaction time after the first impact. In pve i love my crypt dweller and cryptic dragon.

1 ReplyBut have you even tried the MIDA MULTI TOOL?
-
Aries Nemesis is a 3 shot head shot. Crucible vendor. 71 damage per headshot. Get on its level

The best scout rifle in the game which I know about is the exotic Mida Multi-tool.
Try Vision of Confluence.

1 ReplyIdk my scout rifle does like 72 per headshot in crucible and in pve 1070 on normal mobs it fuken reks everything man and its just a legendary weapon from the crucible store lol

1 ReplyScout rifles are doing barely less damage per shot than hand cannons, with on average higher range, and higher fire rate, with larger magazines. Which of the two needed to be buffed?
-
3 RepliesAnd in this you would run into the same problem the mythoclast had. Currently, Destiny does not separate PvE and PvP. You buff or nerf a weapon on one side of the game, you unbalance the other. Scout rifles are already fine in PvE, I have yet to use them in PvP since their buff but they were already fine for their purpose before it. I can only imagine they are 10 times easier now. I will say that every weapon has it's place. To use your example, Auto rifles are meant to be most useful at close to mid range. Scout rifles are meant to be useful at mid to long range. Close range auto rifle will beat the scout rifle if player skill is ignored. Scout is a precision damage weapon and you should be going for headshots. If you are not doing so with the weapon you will fail with it in PvE and PvP. It leaves little room for error whereas the auto rifle does leave some room for error due to rate of fire. In the end, your PvP performance is about tactics and skill and knowing what weapons to use at the right time.

1 ReplyI think the biggest issue is that TTK with AR's is pretty darn low. Had TTK been longer you would have had time to make up for the AR spam with a scout rifle.
-
6 RepliesSo this is just for you to be better in PVP? which will also translate into PVE. You do know they just buffed the scout rifles right with the hot fix from 10/14 and nerfed the auto rifle base damage by 2-4% and crit by 1.50 to 1.25. Also have u ever used a high powered Semi-auto rifle in real life it has a lot of kick so of course when u get shot your going to miss. Right now I think with the recent Hot fix it did make the Guns a little bit more in line with they should be. Auto rifle effective kill range was shorted to me cause I can kill things easily anymore from a long range with a auto rifle but with a scout its no challenge to do so at the same distance but up close Auto rifles will out perform a scout rifle cause of the fire rate. Also one last thing why should it need a bigger buff and a perk to make you a better player than u already are? I pick and choose my weapons for each map I play on PVP maps like the First light on the moon is perfect for scout rifles cause its big and has a lot of area to be long distanced killed. But the other maps are shotgun and AR cause of the mid range and close quarters. Don't make the scout rifle OP so then everyone will play with it. So I disagree with this Thread.

I was suggesting the rof needed to be increased, seriously. ..180- 250 rpm vs.600 to 1000rpm cannot compete even if scouts have higher impact...ARs are effectively able to put more shots on target in little time (fast ttk vs slow ttk on scouts), by the time I got my 4th shot off if not flinching bad, the AR users had put 15-20 (and thats low estimate)on me no problem. Let's use 25hp (my rare with explosive rounds was doing 23hp body shots last time I played pvp) for base scout damage as an example and 15hp for AR. Simple math shows I'm toast before landing my 4th or 5th shot by a mile. I was using explosive rounds the other day which should cause some flinch (if not a lot and obscure view), and I would lose 1:1 gun fights from medium range straight up despite putting 3 rounds first with 2 Headshots....the other players was landed a wall of rounds in that time all on target with me strafing. I died 80 percent of the time in those fights, only time I would win was when I caught them off guard from the side. Gonna try out stagger rounds and see if they cause flinch which one would hope. There was no need to buff the damage on scouts and nerf the ARs like they did. ..just need to raise rof on scouts to at least 300, and apply flinch mechanics correctly

7 RepliesI usually kill someone with 3-4 head shots with my scout rifle. You either suck or have a scout rifle with little impact
-
2 RepliesDon't know how your numbers were so low. In the crucible I was hitting in the high 40's on body shots and low to mid 70's on the head shots.
-
Never knew about the flinch. That explains a lot for why I have issues with scout rifles in PvE. I thought I just aimed better with the hand cannon.
-
Very well reasoned

1 ReplyEdited by I3ridgeI3urner: 10/17/2014 3:59:24 AMEven after the buff-fix they need more impact. That would at least cause auto rifle using enemies difficulty in staying on target. OR go the COD route and add a "quick fire" mod that unlocks so you can fire as fast as you can pull the trigger. This did wonders to single and burst weapons in COD, which is dominated by high rof weapons.

1 ReplyGood breakdown, +2
-
Auto rifles just need more recoil .... They are still ridiculously stupid accurate at any medium range with no recoil it's stupid , a scout rifle getting hit from across the map by an auto rifle still makes the scout rifle flinch all the way to the moon
-
1 ReplyGood post. I've been saying some of this stuff for a while now.
