I've had the same issue as you. Any legendary engram I've had shows that it still has a chance to decrypt into a Rare.
From the 3 legendary engrams I've had since the patch, 1 has been a legendary item, 3 shards and 1 Mote of light.
I haven't had a Rare item piece yet though.

Shards are now a legendary item as well as ascendant energy.

Yup, I'm well aware. I just don't understand why it shows the possibility of decrypting into a rare still. Makes me worried I can get rare armour :(
