You can preload on PS3/4 starting on September 7th (as advertised in the PSN store - date subject to change). The Xbox 360/One doesn't support digital preloading, you have to buy it on September 9th.

do we have to buy it from the psn or can we buy it from gamestop amazon bestbuy or anywhere else that sells the digital version.

If you're simply only preordering the game, digitally, the PSN store is the only option for preorders. There are other options if you're going through the Digital Guardian Edition.
