All these are quotes from the NPC faction representatives (scripts of which can be found [url=http://www.reddit.com/r/DestinyTheGame/comments/29ysa6/tower_npcs_breakdown_the_dust_devils_siege_of/]here[/url]), and they show that the last city has for some time ruled under a King or Queen.
I always expected Destiny to have a classical or fantasy twist but this was quite surprising for such a seemingly advanced and realistic looking city (par the giant floating god ball).
Obviously this will tie into the story behind the faction New monarch, though I'm unsure as to weather their name refers to them putting a new king/queen on the throne, want to replace the old one, or as the executes quote suggests, have been secretly controlling the monarchy for some time, dai lee style.

It also opens new questions as to what kind of king/queen we will encounter, whether they be just of tyrannical. Hell with Peter Dinklage literally floating around we might get a sci fi Joffery!

I think since the collapse and the invasion there is currently no leader of the last city, and the Guardians are the sole protectors of all that remains of Earth's society. That said, my guess is that all the different factions have the intent to take control of the last city. Maybe it will be unfolded in the story of who and what factions prevail and or end up coexisting. But currently, I think they all have the same intent.
