What is the basis for this claim?

Its radar array is listed in the article. It's a fine radar, and is similar to what is used in F-22's and in Arleigh Burke Type-III Destroyers.

China is still behind us in military technology. Albeit they catching up, rather quickly with this new ship release. .

We, literally, has no way to know how true this is or is not.

That is correct, but in comparison in defense spending and research we take that bit of the cake. That has to account for something. We've been fighting 2 wars for 12 years now, china hasn't been in a real conflict in a long time. Sure they've done police actions on their side of the pond but nothing that would warrant the research of highly advanced technology.
