Did I see a bubble type shield around a Fallen captain in the community event?

I believe you are referring to the public event from the Gameplay trailer? The only abilities that the Titans used during the encounter with the devil walker were their "Fists of Havoc". When they first entered that area one of the fallen placed a shield around himself. I believe that is where you were referring to.

Sorry....Somehow I read Fallan and placed Titan in there XD. They first made their way through the wall by defeating many dregs and a couple of vandals. Once outside they entered the public event where the captain was surrounded by vandals. The captain was the only fallen in the video to use a shield ability which would suggest that they are the only ones able to wield the bubble shield.
