The public is allowed into GDC... It was designed for upcoming generation of designers and veteran designers alike.
I was planning on going because I'm in school for Computer Science(Game Scripting) and Design. The ticket just costs an arm and a leg.
E3 is the industry only conference.

Actually, as a student, a ticket only costs $75. Only good for Friday, but it gives you access to almost everything going on that day. The other tickets (All Access especially) are a bit pricey, but unless you go for the all access pass, they're not bad at all. Especially for this type of conference.

But who wants to go for one day. Highly doubt the 75$ one would get you into everything. Maybe the lectures, but I doubt it'll get you into the workshops.
-
Also, if you're going to school for game design, GDC would be a great place to go, even for a day. The networking connections you could make there may be worth the $75 alone, nevermind everything else they have to offer. Never a bad idea to learn as much as you can and meet people in the industry.

I was going to go for the full week with my cousin who already is in the industry, other more concerning plans came up though.

Not all of them, but a few. http://www.gdconf.com/attend/passes.html
