I usually do both. When playing Halo, a lot of times I would go into matchmaking alone and if I came across awesome, fun, and respectful people I'd party up with them. Sometimes add them to friends and form teams later. Just kind of cycle between those two. Go out alone, build friends, play with new friends, new friends stop playing Halo for some other game, go lone wolf again. A lot of times I use the Lone Wolf emblem, hoping Destiny has a similar one I can use.
