As far as I can tell they simply lack the detailed features to distinguish race altogether, and are only drawn to look 'cute'. Whenever there isn't sufficient detail to determine something like race humans have a tendency to assume detail, with a bias towards their own or commonly seen features. If your white, your likely to assume they are white to if there aren't details to suggest otherwise. Ask a Japanese person and they'd say they look Japanese for the same reason.
