My friend told me about this last night, if you think about it Jun is now officially the Jar Jar of Halo as Jar Jar more or less gave Palpatine all that power and Jun did something worse...

You mean the guy that really isn't good at anything, but can't be killed, and is for some reason escalated to a position of extreme power out of nowhere, and helps the wrong person gain influence within the military? If your talking about that guy, then no. Neither of them represent that archetype.
