should enemy A.I units cooperate if they encounter each other, for instance a Cabal working with a fallen (not sure how they would meet but hypothetically), or should they fight each other.

I think the best way would be some kind of a dynamic system where different groups have different levels of hostility towards guardians, and that its possible that if you help a group of initially low-hostility cabal fight off a hostile fallen raid, they might even be willing to trade with you after, but had you attacked them as well you might have had both of them align against you. Or perhaps even something a bit simpler and easier to program, so long as its not static and predictable. I just don't want it to be like almost every other game out there where you can simply assume that if it's not green and it moves its hostile.
