How is host determined in video games and why does someone from Belgium always end up being the host?

I don't know the dynamics of 'how', but I do know that foreign host blows. The only reason I am aware of that if a game has people from all points other than the US in a game, the host almost always goes foreign because they have a better internet infrastructure than the US. I wish all games had a regional preference function that you could chose to play only against others within a given range, say like 2,500*3,000 miles max, and all of the same national IP, if that is possible. Make it so if you want to play internationally, you can, but if you don't want to you don't have to.
