You can take the Survey that "Signs you up" for the Beta test by going to the top right of the window, scrolling over your username, and clicking on "User Research". Take the survey. If it worked, a little line of text will appear on the top left corner of your profile page saying you are a test subject. This does not mean you will be able to test the game. This just means Bungie has your information and you COULD be picked to Beta Test. Hate to break it to you but chances are you will not.
Just so you know, saying you beat every Halo on Legendary and you've always been a fan and have preordered the games doesn't increase your chance. It's not like a job interview. Besides, you just described half the people here.
