People on Waypoint are reporting that they have already reached level 40, with only 20 games played. I guess that's why 343i announced that they'll be resetting the CSR regularly.
I'm guessing that the system doesn't punish you as much as it used to in Halo 3 and 2, I'll add this note to the ongoing Halo 4 boycott. Though, since I'm boycotting, I couldn't form my own opinion.
EDIT: A level 40 on waypoint suggested that the fast leveling could be related to playing with lower level players. Probably because Halo 4's system isn't as strict in finding equally skilled matches as Halo 2/3 was, IMO.
What's your opinion about the CSR's settings?

A ranking system tries to create a nice bellcurve distribution to the ranks, you don't want too many people near the bottom, and while you don't want too many people near the top, you need to have people near the top, otherwise your distribution becomes bottom heavy. So it's no surprise at all to me that the system has taken a few of the players that have performed the best and immediately placed them closer to the top of the distribution. Once the system has been going for a while, such a feat should be harder to replicate, it's just that with certainty so low, people can move very quickly through the system. I expect Halo 3 at launch was no different.
