Who do you think Dredgen Bael really is? Is he Shin Malphur? Is he Cyrell the Ghost Hunter? Or is he someone else entirely? Someone we've never met? Maybe someone from lore?

I've been out of the loop of Destiny for a long time. I stopped (for personal reasons) Around the Witch Queen, so I don't know who these people are. HOWEVER, this Cyrell Ghost Hunter sounds about right, because considering all the ghosts around the outpost, it'd make sense.
