Why am I getting blue gear at 550

Just started the campaign on legendary and made it out of the Star Wars homage garbage chute only to get blue gear from the rewards chests. Please tell me this is a bug?

Because the campaign levels you up with crap gear just like EOF and you guys complained so no leveling.
