I thought I found out the problem after I made my last post, but I didn't test it out, silly, as it solved nothing. I can not get the quest "The Final Strand" to progress to the next step (which should be to retrieve the Veil Spectrometer). The first few minutes of the video is simply me showing very clearly that I have ALL the strand upgrades, I do NOT have the Shadow Legion Orders in my inventory when I reacquire the quest. (I've done the campaign, and everything as obvious as that, even though I should not be able to start this quest otherwise I guess?) I go through the portal and all that jazz (also, I have quite possibly tried every way of doing the killing to get the orders possible, so if you're not happy with whatever detail, I've probably tried your idea too, but tell me anyway), still nothing when I pick up the Orders. I've looked at several step by step videos, and followed them (although everyone does the exact same procedure, shocker.) I have yet to find anyone who has the same problem as me though. If I could simply reset the quest to step 1 or something similar, this would probably not be an issue, but alas. Please tell me I'm missing some brain-dead detail or doing something wrong, I feel like I'm taking crazy pills here.
