Conditional finality CAN'T be adjusted to over-shield is nerf'd, not just bubble and well.
Their has been talk about conditional finality over performing, however the consensus is that it should not be nerf'd till bubble and well are also adjusted.
However thats not all their is to it. Conditional cant be touched until over-shield is dealt with, why? Precision frames [b][i]CAN NOT[/i][/b] kill a player with an over-shield. Precision frames deal 230damage(rounded up) total if all 12 pellets hit.
A player with zero resilience would live even if all 12 pellets hit them with zero damage fall off.
To summarize its not that conditional finality is over performing, its [b]no other SG is even capable of killing a player any more[/b] in this void titan meta.

I think the only risk of needing oversheild is how it would effect pve void Titan
