Special Deliveries Terminal Missing

Due to ongoing issues claiming Twitch reaction bounties in game: it was brought to my attention that I strangely do not have the special deliveries terminal as a Destiny 2 companion app vendor.
Is this a known issue?

Is your app up to date? I just checked the app on my iPhone and Android phone and both of them had the SDT.
