Prescious Scars no longer provides it's 60hp bump.
The titan exotic helm Preacious Scars no longer provides its stated 60hp health bump on kill, only the additional restoration mentioned in the last rework. The TWID did not mention this change being a replacement, so it must be unintentional.

Edit: This exotic can't ever be balanced right. First it provides a super powerful overshield making it top tier in Trials but bottom tier anywhere else so they nerf the shield and give it an effect to provide 5 hp per a kill while in the red then replace it with an instant 60 for you and your allies and now a 35 hp overtime effect (Has a 3 second cooldown)
