If you're playing on a connection that you know is bad then you should avoid doing activities such as PvP where you will be affecting other players negatively. Bungie has a policy where if a player is experiencing poor network conditions Bungie will restrict that player from certain activities to stop the player from ruining the game for other players. The first restriction will last for 2 weeks then if things don't improve you will be restricted again for 2 months.
