All exotics that have an instinct trait for champ will not benefit from any champion mods related to that exotics weapon type.

The blight itself stuns unstoppable, however that is bugged so it works sometime an sometimes it just doesn't stun them. The patch notes were to address that the blight didn't not stun unstoppables like it should be doing all the time. That gives touch an instinct trait of unstoppable, there for can not be used with overload scout, the same if true for lemon, its not the weapon itself that stuns overloads its the poison dmg it deals.
